Abstract	This paper reports findings from a study of the effectiveness of charter schools in California. The study's purpose was to report preliminary findings to the Legislative Analyst's Office relating to the educational performance, characteristics, and practices of charter schools and their sponsoring agencies. The study addressed six central questions: (1) What reform strategies and assumptions drive charter schools? (2) What are the characteristics of charter schools in California? (3) What practices most sharply distinguish charter schools from noncharter public schools? (4) Are sponsoring agencies holding charter schools accountable for their performance? (5) What are the relationships between charter schools and their sponsoring agencies? and (6) How are charter schools assessing their own educational outcomes? Data for the study were obtained through a telephone survey of 111 charter schools approved as of April 1, 1997; through a mail survey to all district and county sponsors of charter schools; through site visits to 12 charter schools; and through semistructured interviews with state administrators, policymakers, and policy analysts. A key finding was that charter schools did not always seek increasing degrees of autonomy from their sponsoring agencies and that these agencies have considerable authority for determining the content and terms of individual charters. Comparisons of charter schools' performance over time yielded mixed results. Contains 12 references. (RJM)
